Fifth Call for project Proposals Under the European Social Fund (ESF)
A new call for project proposals to be part-financed by the European Union under the European Social Fund (ESF) 2007-2013 has been launched. Eligible applicants are invited to submit applications for projects falling under the following Priority Axis of Operational Programme II ‘Empowering People for More Jobs for a Better Quality of Life.

This call is opened also to Local Councils and Non-Governmental Organisations (NGOs) (or equivalent - including church schools and other entities). In ALL cases the organisation must have been set up for at least ONE year before the day of the launch of the call and the building where the intervention will take place should be owned by the organisation applying for funds. In case of Local Councils, the building must be owned by the Council or by Government. The total indicative financial threshold for Priority Axis 1 is €10 million and for Priority Axis 3 is €20 million.

Proposals are to remain within the budget of the call, however the Managing Authority reserves the right to allocate more funds, if it deems this appropriate and in line with the targets of the Operational Programme.

EXTENSION OF DEADLINE FOR CALL 9 (PRIORITY AXIS 4)
The Managing Authority (MA) would like to inform that the current call for projects open under Priority Axis 4 (Call 9) which is due to close on Friday 16th July, 2010, has been extended to noon (12hours) of Friday 6th August 2010. The reason for the extension is to give sufficient time for project promoters to conclude the relevant studies. (Please see further down for more information about this call)
In this regard the MA would like to inform that the studies are intended only to establish the relevant cost savings (not a full CBA). The MA would like to recall the importance of the objectives of the call and is, therefore, encouraging promoters to submit proposals.

Pre-Announcement of Next Calls for Proposals under the ESPON 2013 Programme
The Planning and Priorities Coordination Department within the Office of the Prime Minister would like to inform about the launch of the next Call for Proposals under the ESPON 2013 Programme. Scientists, experts, representatives of universities, research institutes, and companies from 31 European countries are invited to become involved in these new ESPON projects. A budget of €1,950,000 has been allocated to this call.
The Call for Proposals will be opened on Tuesday 24th August 2010 and the deadline for submitting proposals is Tuesday 19th October 2010. More information is available through the ESPON web-link.
This Call includes the following:
1. Call for Proposals for Targeted Analyses (Priority 2 of the ESPON 2013 Programme). 2 themes, €650,000.
Targeted Analyses are defined by stakeholders who will participate in the project implementation. It is a new type of project within the ESPON Programme, supporting the use of existing ESPON results in partnership with different groups of stakeholders. The expertise needed to carry through the analyses is found by Calls for Proposals based on Project Specifications developed by the involved stakeholders and ESPON in close collaboration.
The projects shall address the following targeted themes:

2. Call for Proposals within the ESPON Scientific Platform (Priority 3 of the ESPON 2013 Programme). €1,300,000
The Scientific Platform, Priority 3 of the ESPON Programme, represents a core element in the knowledge base being created by ESPON. Projects carried through shall contribute with solid facts and methodologies in support of quality evidence to the policy development processes. In addition, they shall contribute to the building of European datasets, indicators and tools that constitute a foundation for a scientific community in the field of European territorial science.
In support of the Scientific Platform under ESPON activities, a Call for Proposal for one project will open on 24 August 2010. The theme of this project is:
ESPON Database Project phase II
All the documentation related to the calls, including the project specifications, the procedure for applying, the eligibility rules, the evaluation criteria and the submission material, will be made available by the 24th of August 2010. Potential beneficiaries of this call are public and private bodies.

In conjunction with the call for applications, the ESPON 2013 Programme is organising an Information Day and Partner Café on 8 September 2010 in Brussels.
The purpose of the Info Day and Partner Café is two-fold:
To support the launch of the Calls by providing information about the research areas and the conditions for participation, including the new funding opportunities;
To promote networking possibilities between potential project partners and to inspire new projects on the main topic proposed for the event.
The event is open for all potential beneficiaries interested in learning more about opportunities for taking part in ESPON project activities. Online registration for the Info Day and Partner Café will open soon at the ESPON website.

Ninth Call for project Proposals Under the European Regional Development Fund (ERDF) -
A new call for project proposals to be part-financed by the European Union under the European Regional Development Fund (ERDF) 2007-2013 has been launched.Eligible applicants are invited to submit applications for projects falling under the following Priority Axis of Operational Programme I ‘Investing in Competitiveness for a Better Quality of Life’. The Priority Axis opned under this call is: Priority Axis 4: Mitigation and Adaptation to Climate Change
Focus area: Energy - This call is restricted to interventions regarding energy efficiency and renewable energy sources in infrastructure by Local Councils and Non-Governmental Organisations (NGOs) (or equivalent - including church schools and other entities). In ALL cases the organisation must have been set up for at least ONE year before the day of the launch of the call and the building where the intervention will take place should be owned by the organisation applying for funds. In case of Local Councils, the building must be owned by the Council or by Government. The total indicative financial threshold for this call is €3.5 million.
The Call closes at noon (12.00 hours) on Friday 16th July 2010
Prospective applicants should note the total indicative financial threshold for this call. Proposals are to remain within the budget of the call, however the Managing Authority reserves the right to award more projects, if it deems this appropriate and in line with the targets of the Operational Programme.

First Call for Strategic Projects under the Med Programme
The Med Programme recently launched the first phase of the First Call for Strategic Project proposals which focuses on two objectives;
· The Improvement of Energy Efficiency and the Promotion of Renewable Energies;
· Maritime Risks Prevention and Maritime Safety.
Prior to the official launch, interested applicants are requested to submit a draft project proposal using the official template. This document will have to be submitted to the Med Joint Technical Secretariat (stc-med@regionpaca.fr ) by the 15th of April 2010 for the necessary guidance regarding the content of the project with respect to the objectives of this call and the Med Programme.
Following the 15th of April, applicants will then be provided access to the online application system and the deadline for submitting the final application is the 15th of July 2010. It is important to note that entities may not participate in more than two applications per objective. Failure to meet this condition will automatically render ineligible all projects involving the partners concerned.

Med Programme: 1st call for Strategic Project Proposals - Pre Call Information
On 15th March 2010, the Med Programme shall be launching its first call for Strategic Project Proposals. The aim of these projects is to build partnerships by key actors in specific fields of intervention by providing transnational added value towards policies and activities which contribute towards the achievement of the Med programme’s key objectives, namely, competitiveness, innovation and sustainable development.
For this specific call, the programme shall be focusing on two specific areas of intervention:
· The Improvement of Energy Efficiency and the Promotion of Renewable Energies;
· Maritime Risks Prevention and Maritime Safety.
The ERDF allocation towards a strategic project will be between 3.5 and 7.5 million Euros.
Initially, partners will be given the possibility to submit a draft project description to the Joint Technical Secretariat between 15 March and 15 April 2010. Applicants shall then receive the necessary guidance with respect to the submission of the full application which shall be possible as from 15 April 2010. The deadline for submitting the application will be Thursday 15 July 2010.
Interested participants should consult carefully the Terms of Reference which shall be issued on the opening date of the call for applications. Kindly note that potential partners may only participate in two applications per objective.
