Vth Italo-Maltese Financial Protocol

The Vth Italo-Maltese Financial Protocol was signed by the Italian and Maltese Governments on 20th December 2002 and ratified by the President of the Republic of Italy on 5th January 2004. 

Through this Protocol, Italy agreed to contribute €75 million between 2004 and 2007 towards the improvement of Malta’s economic, social, environmental and cultural infrastructure in view of the island’s accession to the European Union.

The Planning and Priorities Coordination Department is the National Coordinator of the Vth Italo-Maltese Financial Protocol.

A total of 12 projects have been funded by the Protocol, most of which have already been completed:

Description of Project

The reconstruction of approximately 16 km of road stretches in Central to North Malta.
 
Project Title Malta North Sewerage Treatment Plant
Funds Allocated €9,353,085
Implementing Agency WSC/MRES
Description of Project Construction of a Sewage Treatment Plant and Infrastructure in the North of Malta, area known as ic-Cumnija. This project forms part of the Sewerage Master Plan which aims to bring Malta in line with EU Urban Wastewater Directive – 91/271/EEC
 
Project TitleItalian Chair of Mediterranean and European Union Studies
Funds Allocated €305,500
Implementing Agency UOM/MEYE
Description of ProjectThe project mainly funded the provision of an Italian Chair, [a lecturer] who will work with the Director of the Mediterranean Academy of Diplomatic Studies. The Chair had the general responsibility for the teaching programme of International Economics, Political Economy, and Macroeconomics for the academic years 2004 - 2007.

Project Title

Rehabilitation of 16th Century Organ, St John's Co-Cathedral

Description of ProjectThis project consisted of the restoration of a sixteenth century organ at the Oratory of St. John’s Co Cathedral. This project is considered to be of importance because it focuses on one of the oldest Sicilian organ still in existence.
 
Project TitleRestoration of the Chapel of the Italian Langue, St John's Co-Cathedral

Description of ProjectThe Cappella d'Italia project is considered to be the prototype project for the restoration of the whole of the Cathedral.  The rehabilitation of the Chapel of the Italian Langue at St. John’s co-Cathedral includes the restoration of the stone mouldings and their re-gilding; the restoration of the marble altar, statues and monuments as well as the restoration of the three paintings and the wooden sculptures
 
Project TitleSetting up of Collection and Incineration Unit at Civil Abattoir

Description of ProjectAimed to bring Malta’s abattoirs in line with EU emission standards as well as Regulation 1774/2002 EC on the incineration of waste. Consists of the Provision of a Fixed Incinerator at the Civil Abattoir, a Mobile Incinerator and an Upgrade of the Gozo Abattoir Incinerator.

Description of ProjectInvolved the setting up of a deboning and cutting plant for pork and beef within the Abattoir Complex in Marsa.
 
Project TitleGrading and Cold Storage Facility

Description of Project

The project consists of the re-organisation of the Pitkali Agricultural Market in Malta through the establishment of structures for the processing, conditioning and the preservation of the fruit and vegetable products and for the upgrading and utilisation of the structures according to European regulation standards.

 
Project TitleStrengthening Maltese Capability of Maritime Surveillance

Description of Projecta) the provision of a High Seas Patrol Vessel capable of continuous navigation for a number of days to reach the required distances from the coast;  b) technical documentation, spare parts and training courses for crew of Maritime Surveillance.
 
Project TitleEquipment and Provision of Services for Mater Dei Hospital*

Description of ProjectThe project consists of the provision and installation of soft, loose and fixed furniture as well as the design, provision and installation of a storage and logistics system for the new Mater Dei Hospital of Malta
 
Project TitleResearch in the Field of Health on Mental Retardation

Description of ProjectThis project aims to research the prevalence of one of the most common hereditary mental retardation disorders known as the ‘fragile X syndrome’ in Malta.  The study is being implemented by the Faculty of Medicine and Surgery at the University of Malta in conjunction with the Faculty of Medicine and Surgery, Institute of Medical Genetics of  Universita’ Cattolica del Sacro Cuore, Rome.
 

*The value of this project is Eur. 11,738,479 of which Eur.4,186,439 is financed from Protocol funds.
